Starting yesterday, app submission to app store get fail if the app does not support arm64. So all the libraries used in the project must support the architecture as well. Therefore, we have questions for ocr library whether it supports arm64. How can we get support from Abbyy?

Indeed, this type of processors is not supported in current release of MSDK. But arm64 support is one of the main tasks for the next MSDK release, which we are waiting to be available very soon. Sorry for any temporary inconvenience and ask your local manager to inform you when MSDK 4 R12 will be available for downloading.
