To improve consistency in scanning books, there needs to be an option to specify header and footer 'regions'.

A simple line that would indicate that everything above it should be tagged as a header while doing OCR.

Likewise, a line that would force everything below it to be tagged as a footer.

Even with consistent page scans the headers are often marked as body sections.
